A trial version of Windows Embedded CE is available for download. Microsoft says that with Windows Embedded CE, you can "develop small footprint devices with a componentized, real-time operating system. [CE] provides a 32-bit native, componentized, hard real-time operating system designed for small footprint devices, ranging from power-conscious GPS handhelds to real-time, mission-critical industrial controllers." You can download a fully functional evaluation version and start using it for free before making a purchase decision (Note this process requires you to sign in using your Windows Live Account). Trial versions of Windows Embedded CE 6.0 products are fully functional for 6 months without a charge.
Mentor Graphic's Software Eval: Nucleus Kernel Eval: The Nucleus Kernel software trial is an x86 port of the Nucleus Kernel in object code form. It can be evaluated on a Windows PC without the need for target hardware. The trial software (1.5MB) is available for download and allows you to explore the full range of Nucleus Kernel APIs. The trial also comes with a How To guide for easy installation and setup.
Express Logic's ThreadX is easy to use, and this free demo will prove it! Along with the ThreadX User Guide, which can be downloaded from Express Logic's website, www.rtos.com, this free demo will show you the basics of thread scheduling, message passing, memory allocation, and more. It runs on a Windows XP or Vista PC, and you can even add your own application code with Microsoft Visual Studio development tools. SMX evaluation kits - Micro Digital offers over 35 free evaluation kits for specific ARM, ColdFire, Power PC, and x86 development boards and tool suites. Each kit includes several SMX modules such as smx kernel, TCP/IP stack, file manager, and GUI. All come up running on target development boards quickly and allow code to be created and tested, as well as providing demo code. These are self-extracting executables and require a password which you will receive after completing a registration form and indicating which kit you want in the "questions" box. SMX will contact you soon after to discuss your needs and make arrangements. The company also requires that you sign an evaluation agreement.

Hard Hat Linux 2.0 Journeyman from MontaVista is an evaluation distribution for all types of embedded developers. It targets readily-available reference boards for some of the more popular CPU architectures. Journeyman Edition functionality is a subset of the Hard Hat Linux Professional Edition.
Real-Time open-source Operating System from On-Line Applications Research
On Time's RTOS-32 royalty free embedded operating system for x86 compatible CPUs implements a Windows NT subset in only 16k of memory. On Time RTOS-32 consists of four individual components. Embedded systems projects can use one or more of these components, depending on the application's needs.
The embedded Cygnus operating system (eCos) is an open-source, configurable, portable, and royalty-free embedded RTOS. The system comes with everything necessary to develop eCos based applications, including tools, documentation and complete sources. All eCos runtime source code is distributed under the Cygnus eCos Public
License (CEPL), a derivative of the Netscape Public License.
Vita Nuova's Inferno is a network operating system and software development environment for
cross-platform distributed applications and embedded systems. Inferno runs
native on x86, ARM/StrongARM, MIPS and PowerPC platforms. It also
runs hosted under Windows and Linux. Free binary downloads of the Inferno OS and an Internet
Explorer plug-in are available.
